               In terms of the reference cited above on behalf of the Model School Teachers Association, A. P., we hereby submit the proposals to the Pay Revision Commission-2013 keeping in view the terms of reference of the commission to the best of our knowledge with the service condition of model school teachers working in the management of A.P Secondary Education Society.
               We believe that your experience in various fields will be more helpful in the revision of scales.  The proposals submitted by the Association enable the teachers to get better emoluments.

The National Policy on Education (NPE) stresses on quality education to the students. The Government of India has established Model Schools under the prestigious scheme of RMSA to ensure quality education to the students of Educational Backward Blocks (EBBs). The selection of faculty in these schools by the Government of Andhra Pradesh is keen and particular in bringing the quality education to the rural children. The high quality teachers working in these schools are under looked when compared to the same cadre teachers working in other organizations.
We bring to your kind notice that A.P Model Schools were established to strengthen the secondary education in educationally backward blocks. In these schools classes from 6th class to intermediate are present. These schools have three categories of regular posts. They are Principal, Postgraduate teacher (PGT) and trained graduate teacher (TGT).
  1. Principal is discharging the administration duties of high school (6th class to 10th class) like Head Master of Govt. High School and duties of Intermediate college(Intermediate first year to Second year) like Principal of Intermediate college
  2. Postgraduate teacher (PGT) is teaching 9th class to 10th class like all PGTs working in various residential institutions of State and Central Governments along with teaching intermediate classes (+2 level) like the Junior lecturers working in all the State and Central Government colleges.
  3. Trained Graduate teacher (TGT) is teaching classes from 6th to 8th like School Assistants working in State Government schools and TGTs working in all residential institutions of State and Central Governments.
With this prior information we are submitting the following proposals to your kind consideration. We wish the eligible and attractive pay scales in 2013.
1.     Minimum and Maximum salary: In view of the rising cost of commodities and decreasing value of rupee, we are proposing that minimum salary in our school may be Rs. 16150 , Maximum salary may be Rs. 154394 and the ratio is 1: 9.56. The fitment should be 62%. The recommendations of PRC should be implemented from 01-07-2013.

3.     Rate of Increment: MSTA is proposing that the existing rate of increment ie., 3% of basic pay on par with central government employees is not sufficient to meet the demands the ever increasing living cost. Hence, we propose the rate of increment should be 3.5% of basic pay
4.     Automatic Advancement Scheme: MSTA proposes the following Automatic Advancement Scheme scales in the place of existing (6/12/18/24) scales

(b)   Bad Climate Allowance (BCA): The honorable 9th PRC Chairman not recommended the Bad climate allowance. We request you to restore the allowance @ 1500/ pm as we are working in rural backward interior blocks facing the challenges of nature.
(c)    Physically Challenged Conveyance Allowance: We propose the conveyance allowance to the physically challenged persons as 15% of basic pay.
(d)   Readers Allowance: We propose the readers allowance to the blind employees in the following pattern.

(e)   Reference books allowance: Now a days education has changed its shape and course. To meet the existing demand teacher must be sound in knowledge. Hence, he has to read the reference books regularly. We request to give allowance @ 1500/pm
(f)    Special Compensatory allowancespecial compensatory allowance to the teachers working in scheduled areas should be revised @ 200%
6.     Dearness allowance:  We request dearness allowances on par with central government employees without conversion formula.
7.     House Rent allowance:  We propose the following HRA rates irrespective of population.

These HRA rates should be revised every year with the increase of land cost and tax paid on behalf of property.

We propose the T.A to the employees who crossed the basic of 14860 should be first class A.C fair
9.     Health cards:  We propose Health cards should be issued to all Model School teachers and there should be no upper limit in the sanction of bills.
We also propose medical leaves can be availed for the treatment of dependants.
10.  We propose to enhance the quantum of marriage advance for the celebration of marriage of themselves/ sons/ daughters in the following manner
(a)   Male employee/ son                          ----   Rs. 200000
(b)   Female employee/ daughter             ----  Rs. 500000
11.   We propose to enhance festival advance from Rs. 3000 to Rs.10000 irrespective of category post and pay scale.
12.  We propose to implement the additional increments to the teachers who have acquired above the desired qualification (Qualification based increments).
13.  Concessional bus pass should be issued to teachers.
14.  We propose the reimbursement of children education fee for all the employees starting from 1st class to Higher education on par with the central government employees @ Rs. 15000/ day scholars and Rs. 45000/ hostlers.
15.  We propose the advances to the teachers in the following pattern
(a)   Motor car purchase advance            ---- Rs. 500000

ప్రారంభంపై అనిశ్చితి

 ప్రారంభంపై అనిశ్చితి 
హైదరాబాద్‌: వేసవి సెలవుల అనంతరం పాఠశాలల్లో విద్యార్థుల కోలాహలం మళ్లీ కనిపించింది. కానీ ఆదర్శ పాఠశాలల విషయంలో మాత్రం ఇంకా అయోమయమే నెలకొంది. ఈ పాఠశాలల్లో ఈసారి 6, 7, 8, 11 తరగతులను ప్రారంభిస్తున్నారు. వీటిల్లో ప్రవేశాల కోసం రాష్ట్
ర వ్యాప్తంగా లక్షన్నర వరకు దరఖాస్తులు వచ్చినట్లు సమాచారం. తొలివిడతలో 355 పాఠశాలలను ప్రారంభిస్తామని ప్రభుత్వం ప్రకటించినప్పటికీ.. స్థలసేకరణ తదితర సమస్యల కారణంగా ఈ సంఖ్య 310కే పరిమితమైంది. మరో 10 చోట్ల అద్దె భవనాల్లో ప్రారంభించే అవకాశాలు ఉన్నాయి. ఆదర్శ పాఠశాలల్లో ఆంగ్ల మాధ్యమంలో తరగతులను నిర్వహించనున్నారు. దీంతో విద్యార్థులు ఈ పాఠశాలల్లో చేరేందుకు ఆసక్తి చూపుతున్నారు. అయితే.. పాఠశాలల ప్రారంభంపై కచ్చితమైన తేదీ వెలువడనందున వారు, వారి తల్లిదండ్రులు అయోమయంలో ఉన్నారు. మరోవైపు, ఈ పాఠశాలల్లో ఫర్నిచర్‌ కూడా ఇంకా సిద్ధం కాలేదు. దీనికి ఇంకా సమయం పడుతుంది కాబట్టి.. ప్లాస్టిక్‌ కుర్చీలు తదితర కనీస సామగ్రిని పాఠశాలలే నేరుగా కొనుగోలు చేయటానికి వీలుగా ఒక్కో పాఠశాలకు రూ.లక్ష వంతున అదనంగా నిధులు కేటాయించినట్లు తెలిసింది. కిందటి విద్యా సంవత్సరమే ప్రారంభం కావల్సిన ఆదర్శపాఠశాలలు ఇప్పటికీ అడ్డంకుల మధ్యలోనే కొట్టుమిట్టాడుతున్నాయంటే దానికి ప్రభుత్వ నిర్లక్ష్య వైఖరే కారణమని ఒక ఎమ్మెల్సీ విమర్శించారు.
ఆదిలోనే ఇన్‌ఛార్జిల వ్యవస్థ: పలుప్రాంతాల్లో ఆదర్శ పాఠశాలలు ఇన్‌ఛార్జిల పాలనతో ప్రారంభం అవుతుండడం గమనార్హం. 355 పాఠశాలలకుగాను 207 మందిని మాత్రమే ప్రధాన అధ్యాపకులను ఎంపిక చేశారు. మిగిలిన చోట్ల పీజీటీల్లో సీనియర్లను ఇన్‌ఛార్జి ప్రధాన అధ్యాపకులుగా నియమించబోతున్నారు. ప్రధాన అధ్యాపకుల నియామకాల్లో భాగంగా పేర్కొన్న సీనియార్టీ వంటి కొన్ని షరతుల వల్ల అభ్యర్థుల కొరత ఏర్పడింది. ఇప్పటికైనా ప్రభుత్వం పునఃపరిశీలన చేసి మెరిట్‌ లిస్టులో ఉన్న అర్హులైన వారికి అవకాశం కల్పించాలని అభ్యర్థులు కోరుతున్నారు. మరోవైపు, పీజీటీ నియామకాల్లో తొలివిడత కౌన్సెలింగ్‌ ద్వారా కొందర్ని మాత్రమే నియమించబోతున్నారు. ప్రతి పాఠశాలలో తెలుగు, ఆంగ్లం, గణితం పోస్టుల్లో ఇద్దరేసి వంతున నియమించాల్సి ఉంది. కానీ ఒక్కొక్కర్నే నియమిస్తున్నారు. దీనివల్ల సీనియార్టీపరంగా నష్టపోతామని ఆ సబ్జెక్టుల అభ్యర్థులు ఆందోళన చెందుతున్నారు. 9, 10 తరగతులను వచ్చే ఏడాది నుంచి ప్రారంభిస్తామని, వారి సేవలు అప్పుడే అవసరమవుతాయని అధికార వర్గాలు చెబుతున్నాయి. పీజీటీ అభ్యర్థులకు జూన్ 17నాటికి పోస్టింగు ఆర్డర్లను ఇవ్వనున్నారు. వీరు విధుల్లో చేరిన అనంతరమే టీజీటీ పోస్టులను భర్తీచేస్తామని, ఇందుకు మరికొంత సమయం పడుతుందని అధికారులు తెలిపారు.
